Hints about 2012 found in Bills in US Congress

The purpose of this Topic is just to look at hints which may be provided by looking at Bills in Congress, and the Ammendments to them. It is very complex trying to sort through these, and bear in mind what I post may or may not have passed into Law. What is posted below is an Ammendment which did pass as part of a Bill which overall did not pass yet. Update: Did pass.
I know it is difficult to avoid political statements or partisanship. The point is what could be going on behind the scenes and what is being prepared for.
We look at all this from a 2012 perspective not laying the blame or posting political opinions.

[ S.AMDT.1219 ] AMENDMENT PURPOSE:
To provide authority to order Army Reserve, Navy Reserve, Marine Corps Reserve, and Air Force Reserve to active duty to provide assistance in response to a major disaster or emergency.

TEXT OF AMENDMENT AS SUBMITTED: CR S7774
(a) Authority.--When a Governor requests Federal assistance in responding to a major disaster or emergency (as those terms are defined in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122)), the Secretary of Defense may, without the consent of the member affected, order any unit, and any member not assigned to a unit organized to serve as a unit, of the Army Reserve, Navy Reserve, Marine Corps Reserve, and Air Force Reserve to active duty for a continuous period of not more than 120 days to respond to the Governor's request.

BuddhaKitty I wish I could do more - often the research is just a quick overview...
Verrry interestingg what you can find going through the Ammendments and the fine print in these things...

Roll Call Vote. It was a huge complicated Bill involving (I think) all the defense spending for 2012.

we'll see.  I'm sure if they do veto it, obama will be accused of supporting terrorists  :-*
