More flooding on the way in a few area of the US. ...Parts
of the lower Mississippi Valley to the Tennessee Valley. Also southern portions of the US.

A frontal system moving into the Plains is expected to move across the
southern Plains and into the Mississippi Valley by Friday morning.
Showers and thunderstorms ahead of the front along southeast Texas can be
expected later tonight and into early hours of Friday as deep southerly
flow transports moisture from the Gulf of Mexico ahead of this front cold
front. However, by Friday, a flash flooding event could unfold from parts
of the lower Mississippi Valley to the Tennessee Valley by Friday
afternoon. Heavy rainfall will set up along the front in the lower
Mississippi Valley by early afternoon. These thunderstorms will be very
slow moving--allowing for an increasing potential of flash flooding. The
axis of heavy rainfall will shift to the western portions of the Tennessee
Valley by early hours of Saturday morning. A moderate risk of flash
flooding is in place from the lower Mississippi Valley to the Tennessee
Valley on Friday as a result. By Saturday afternoon, the cold front
quickly moves toward the East Coast. Rainfall will still occur along and
ahead of the front by Saturday afternoon albeit not nearly as heavy.

Ahead of the system that will give way to flash flooding in the southern
portions of the U.S., it will also bring winter precipitation north of it.

The Three Rivers (Ohio, Allegheny and Monongahela) of Pittsburgh, PA are experiencing problems this weekend.  The rivers iced up, as normal, to a depth of a foot or two as temps dropped for the winter, but then there was a sudden thaw at the end of last week in which temps rapidly rose 50 degrees and stayed there a couple of days before refreezing.

That has caused large blocks of ice to break apart and begin floating, which has led to heavy-gauge rope tethering barges to snap.  Sixty barges were accidentally released to float and crash against dams, sinking some of the vessels and jamming waterways.  The rivers are rising rapidly, endangering those downstream from West Virginia onward toward the Mississippi.

  The Connecticut River At Middle Haddam.
* until Tuesday afternoon...or until the warning is cancelled.
* At 3:55 PM Monday the stage was missing.
* Flood stage is 7.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast...Continue to rise to near 7.2 feet by after midnight
  tonight.The river will fall below flood stage by tomorrow morning.
* Impact...At 7.0 feet...Flooding is likely in the vicinity of Meadow
  Road, Route 17A, in the Gildersleeve section of Portland. A portion
  of this roadway will likely be closed. This includes the Exchange
  Club of Portland Fairgrounds. Boating interests should prepare for
  a period of swift river flows during this period.

...A FLOOD WARNING REMAINS IN EFFECT UNTIL 130 PM EST WEDNESDAY FOR
SOUTHWESTERN LITCHFIELD COUNTY...

At 306 PM EST, local law enforcement reported flooding continuing
along the Housatonic River at Kent due to an ice jam. Waters have
risen onto the Kent School campus and frozen in place, surrounding
the ice rink. Route 7 in Kent remains closed between Route 341 and
Bulls Bridge. Schaghticoke Road and River Road also remain closed.

Another ice jam along the Housatonic is occurring at Lovers Leap
near New Milford, with water backed up into Addis Park.

Flooding was also reported along the Shepaug River in the town of
Roxbury close to Hodge Park due to ice jams.

* At 1138 AM EST, Local Emergency Management officials in the Town
  of Newstead reported flooding continuing along Tonawanda Creek and
  tributary streams. The flooding is resulting in several road
  closures near the creek. Cold temperatures have also resulted in
  extensive ice formation in flooded areas. The water level has
  crested, and will begin to slowly fall from this afternoon through
  Tuesday morning.

  Tonawanda Reservation

  East central Schenectady County in east central New York...

* Until 900 AM EST Wednesday

* At 918 AM EST, water from an ice jam on the Mohawk River was
  continuing to cause flooding in the Stockade district in
  Schenectady, according to media reports. Flooding was occurring in
  Riverside Park and between North Ferry Street and Ingersoll
  Avenue. Ingersoll Avenue remains closed.

* Some locations that will experience flooding include...
  Schenectady, Scotia, Niskayuna, Hawthorne Hill, Bellevue and Hungry
  Hill.

  418 between Thurman and Warrensburg, along River Road in Thurman

  Road. The flooding was due to an ice jam along the Hudson River.

  An Ice Jam in...
  North central Washington County in north central Maryland...

* Until 930 AM EST Tuesday

* At 742 AM EST, emergency management reported flooding on the
  Conococheague Creek in the vicinity of Kemps Mill Road and Snug
  Harbor Lane north of Williamsport, Maryland. Water has inundated
  the adjacent lowlands and Snug Harbor Lane is closed due to
  inundation.

* Some locations that may experience flooding include...
  Wilson-Conococheague and Williamsport.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

The ice jam could break at any time, allowing flood waters to flow
down Conococheague Creek. Until then, flood waters will continue to
build near and north of Kemps Mill Road. All persons should be ready
to evacuate if they are located near Conococheague Creek north of
Williamsport.

Stay away or be swept away. River banks and culverts can become
unstable and unsafe.

...A Flood Warning continues for a portion of the following river in
southern Indiana...

  Muscatatuck River...

.Lowland flooding may develop briefly in the Wheeler Hollow area
along the Muscatatuck River this week as a result of recent
precipitation. If flooding occurs it is expected to be near flood
stage and brief.  A few low low spots and woodland areas along the
river may receive river water.  Incoming precipitation this Sunday
evening and into the day Monday will fall in the form of snow, thus
having negligible effect on area waterways.

Precautionary/Preparedness Actions...

Motorists should never drive into flood water. Turn around and go
another way. Keep children away from flooded areas. Recreational and
agricultural interests should remain alert to changing river
conditions.
