Dangerous Flash Flooding in Minnesota; Severe Thunderstorms with Damaging Winds, Large Hail and Heavy Rainfall Will Continue to Pummel Midwest

Severe thunderstorms with damaging winds, large hail and perhaps a few tornadoes are expected to continue to pound parts of the Midwest the next several days. Flash flooding will continue to be a concern this week as thunderstorm complexes unleash heavy rainfall in a short period of time.

Dangerous flash flooding occurred in Minnesota Monday evening, with as much as 10 to 12 inches of rain falling in a matter of hours in central and eastern portions of the state.

A reported tornado caused damage to homes in Litchfield, Minnesota, early Monday evening.

Yowbarb Note: GET OUT NOW was the emergency message from Brazoria County after the levee broke.
Problem is most of the evacuation roads are totally flooded. Not sure the update to this story.

Officials say a levee near a subdivision of homes in a county south of Houston has been breached and water is pouring into the area.

Brazoria County posted this message on Twitter on Tuesday morning: “NOTICE: The levee at Columbia Lakes has been breached!! GET OUT NOW!!

Brazoria County Judge Matt Sebesta says that the water has come over the levee in the northeast part of the subdivision and is starting to fill the area.

He says residents were told that at some point the levee would be “overtopped.” He said that a mandatory evacuation order was issued Sunday.

Sebesta says there are hundreds of homes there. He says hopefully “very few” are still in the area.

The George R. Brown Convention Center is rapidly approaching double its original estimated capacity for evacuees from Harvey.

A Red Cross spokesman said Tuesday morning that a total of around 9,000 people have arrived at the convention center since the storm struck over the weekend. Groups of people escaping flooding arrived through the night and continue to enter.

The Red Cross had 5,000 cots. Volunteers pulled cots closer together, but many people had to sleep on chairs or the floor. Across the gray convention hall floor, people laid out towels, blankets and strips of cardboard.

The city hasn’t said Tuesday whether it will open another shelter the size of George R. Brown.

“We have an unprecedented 6 feet of water at the plant,” Arkema President and CEO Rich Rowe said in comments made Wednesday. “We have lost primary power and two sources of emergency backup power.

    “As a result, we have lost critical refrigeration of the materials on site that could now explode and cause a subsequent intense fire. The high water and lack of power leave us with no way to prevent it,” he said.

    Rowe added: “We have evacuated our personnel for their own safety. The federal, state and local authorities were contacted a few days ago, and we are working very closely with them to manage this matter. They have ordered the surrounding community to be evacuated, too.”

    Residents within a 1.5-mile radius of the facility, which is near Houston, have been told to leave, according to the Harris County Fire Marshal’s Office.

Two Explosions Reported At Arkema Chemical Plant In Texas

When the CEO of Arkema America, Richard Rowe, warned late Wednesday that the company is powerless to prevent an imminent explosion at its Crosby, TX chemical plant, all we could do was wait for the inevitable. We didn't have long to wait, because just a few hours later, on Thursday morning, Arkema said it has been notified about two explosions at its plant in Crosby, Texas.

At approximately 2:00am local time, the company announced that two explosions and black smoke were reported, the company said in a statement on Thursday. According to ABC, despite the evacuations an unknown number of people were taken to hospital.

Arkema had already evacuated workers, and local authorities had cleared the area prior to the blow. From the statement:

    At approximately 2 a.m. CDT, we were notified by the Harris County Emergency Operations Center (EOC) of two explosions and black smoke coming from the Arkema Inc. plant in Crosby, Texas. Local officials had previously established an evacuation zone in an area 1.5 miles from our plant, based on their assessment of the situation.

An Arkema spokesperson stated late Wednesday that a fire at the site was inevitable. “The fire will happen. It will resemble a gasoline fire. It will be explosive and intense in nature... as the temperature rises, the natural state of these materials will decompose. A white smoke will result, and that will catch fire. So the fire is imminent. The question is when,” spokesperson Janet Smith said.
