The point: Where does the local run-off go to?  Requirement: not onto or into the shelter.

I see what you're saying.  Here's how it works at our place:

House partly built into gently sloping hillside causes garage to be mostly underground.  There is hillside rising above the house behind it, and hillside dropping below the house in front of it.  So garage could theoretically flood from water cascading downhill from behind the house. 

Solutions:

1. Garage was designed with 6" wide slightly sunken gravel sump/drainage channel on the three sides that are partly or completely underground.

2. The foundation is the Collier Foundation Systems pre-cast Superior Walls, which keeps the house watertight: http://superiorwallspa.com/

3. Also, when house was first built, English ivy was thickly planted on the upper hillside to anchor the rocks and soil in place, helping to drink up excess water before it reaches the house.  Ivy was never watered past the first summer, encouraging a tangled mass of roots to dive deeply into the hillside.  A long hedgerow of water-hogging snowball hydrangeas was also planted at the rear foundation to further soak up water, and a swale was designed to direct runoff toward a gully in the woods. :)
