Sorry I have been out for a few days medical and comp. issues. the cookie tin should work well you could also layer it with cloth then foil. the file cabinet most likely will not work well, because of the long lines along the drawers. Most damage will only be caused during the day dawn to dusk. No one can tell you 100% if you gear will be safe or not because no one know how bad it will get.

 A lot of people will make the fatal mistakes listed, loss, and insufficient protection.
It is best to use a small stasis unipole on a double screen configuration for real protection.
Earth ground only provides a differential between atmosphere and earth, nothing more.
Therefore, an orientation between earth, atmosphere, and safe area/volume must be made.
This requires two cages.
First one is to shield, the idea of a faraday cage. However, this also has the limits of being oriented to whatever earth charges are going around, AND if it can handle the charge differences.
Make sure to offer a limiter circuit that allows a ground out of opposite polarity. After installing a power source, add a circuit that allows the use of earth ground as an opposing polarity with a reverse shunt to limit power surge. Exactly ring around the rosy as stated.
Second screen insulated and foil protected, needs to be oriented to itself internally. No allowance for charge differential at all. It needs to be insulated from the internal area using a shunt to the control field of the cage itself. Same as above, ring around the rosy...
This is The only way to use a faraday cage correctly.
In terms of living quarters and tinfoil hats...
A 'true' neutral environment requires that all fields be kept at a zero charge. Configuring a 'cage' that does this is not as simple as most think. Basically, all electronics are oriented to some level of charge no matter where they are, there is always a charge of some sort.
So, again, a complete 'insulatory condition' must be made.
Figure a human charge component and resultant mental activity charge as the zero point.
A capacitive reading of those to be in the cage is recommended. This allows maintenance at a most correct level. There is no 'correct' or 'right' level that fits all.
The same configuration should be used for body and personal armor, the tinfoil hat, etc.
Be aware that you will need to drag a ground along with you, see above earth orientation.
Frequency and radiation also enter into this.
Higher the freq, the worse the effects. At a certain point, frequency becomes a radiation factor, anything above 500Kc, basically.
The other part of this is wave form.
At a certain point, a wave can only be 'read' as a beam, our limited technology, etc.
This is where, IF one decides to really protect, you will need to use a phaee adjustment of a three way signal into a three phase waveform 120 Deg apart from each other. Each needs to be strong enough to allow a blead over that covers at least 20% of each others field area.
This offers frequency protection from zero wave (ELF) through gamma. 
Get used to a straw hat lined with foil and insulated with cloth and pvc.
Metal screen is not used much, so be ready to hunt for it. The rest of the things mentioned can be found at Radio Shack.

This garbage can Faraday cage is a very good idea the LDS guy explains it clearly and in simple easy to understand words, also I like that he talks about nesting (a Faraday cage within your Faraday cage) I always double or triple protect my EMP protected items. What I do not agree with in his comments he states that the garbage can is grounded because it is sitting on the ground that is wrong if you choose to ground your Faraday cage drive a ground rod use a ground rod clamp then use a #6 AWG wire )you can use smaller wire for this) to the Faraday cage with a #6 lug you can crimp it without a lugger by using a screwdriver and a vise or a screwdriver and a hammer. You can do the same thing but instead of a grounding rod use your house's ground wire or attach it to a copper water pipe in houses built before PVC plumbing.
