USGS and EMSC do not agree. Reporting data from both.
Earthquake totals in last 24 hours according to:

http://earthquake.usgs.gov/earthquakes/map/
23 'quakes of magnitude >2.4 ⋅ Total mags = 88.7 ⋅ Avg mag = 3.86 (*)

http://www.emsc-csem.org/Earthquake/?filter=yes
91 'quakes of magnitude >2.4 ⋅ Total mags = 324.0 ⋅ Avg mag = 3.56.

(*) magnitude >2.4 in USA, and >4.4 elsewhere. (>2.4 worldwide not available)
------------------------

Three strongest 'quakes from either site:
*  Mag. 5.9  off the east coast south of Japan (EMSC.  USGS: 5.8).
*  Mag. 5.3  in mid-east mid-south Turkey (USGS.  EMSC: 4.8).
*  Mag. 5.2  south of Samoa (both sites).

Largest groups of multiple 'quakes from either site:
*  16  in Mexico; inland and offshore of the west coast south, south mid-west, and mid-south mid-east (EMSC.  USGS: 1).
*  15  in Turkey; west, central, east, and off south coast mid-west (EMSC.  USGS: 2).
*  9  in Indonesia (mid-east, and central): mid-east north to mid-south;  and central central and south (EMSC.  USGS: 0).
*  7  in Chile; north, central, and nearby in Argentina and Bolivia (EMSC.  USGS: 1).
*  5  in Greece; off west coast mid-south, central, west north nearby in Albania, and ESE of Crete (EMSC.  USGS: 0).
*  4  in Alaska; mid-east south, and off south coast mid-west (USGS.  EMSC: 3).
*  4  in Peru; on and off the coast mid-south, central mid-west, and north west (EMSC.  USGS: 0).

*  3  in and/or around each of: ⋅ Costa Rica,  Puerto Rico,  SE Australia,  and SE of Japan  ⋅ (at least one source site each).
---------------

From USGS (all 'quakes, separate data capture, see notes):

106  'quakes of all magnitudes in California and Nevada (max mag. = 3.0).
*  47  'quakes of all magnitudes in Alaska region (max mag. = 3.0).
*  13  'quakes of all magnitudes in Puerto Rico region (max mag. = 3.1).
*  13  'quakes of all magnitudes in Hawaii (max mag. = 2.6).
*  12  'quakes of all magnitudes in Utah (max mag. = 2.1).

*  Strong 'quakes (mag. > 2.4) in California, and Texas (USA);  and in Alaska (4 Qs), Hawaii, and Puerto Rico region (4 Qs).

*  Little shakers (mag. 1.0 ~ 2.4) in Washington, Oregon, SE Idaho (3 Qs), California, Nevada, Utah (12 Qs), NW Tennessee, and eastern Tennessee (USA);  and in Alaska region (42 Qs), Hawaii (12 Qs), and Puerto Rico region (9 Qs).

*  40 little shakers in California and Nevada, plus MANY smaller ones. (All-magnitude clusters in California: SE of Los Angeles and nearby, and mid-north mid-west.)

*  No 'quakes of any magnitude in Yellowstone Park (NW Wyoming plus strips of Montana and Idaho).
+  1 'quake of all magnitudes near to New Madrid, SE Missouri (mag. = 1.6).

Notes: Quarry blasts and explosions are excluded from above lists and totals, except where otherwise indicated.
USGS lists some sites near borders as near locations across the border (worldwide).
Earthquake counts less than 3 are not reported, except where otherwise indicated.
The later data capture for this sub-section causes some inconsistencies with the earlier data set.

From EMSC (three separate data captures):
38 earthquakes of magnitude >1.9 in last 24 hours in Euro-Med region, according to http://www.emsc-csem.org/Earthquake/Map/zoom.php?key=1&typ=world#2 (approx. 5 only in Greece, and 27 in Turkey).

Jim, Are your cousins east or west of I-5?

They are in Friday Harbor, which is the location specified by USGS for all 23 quakes.
(So must be west of I-5)

The largest one:
    2.9
8km NNW of Friday Harbor, Washington

There has been some discussion (Chris Goldfinger, Marfoogle, etc.) that those west of I-5 could be in the way of any tsunami that might result from a larger quake in that area, which I believe is based upon the warning put out by USGS re: the Cascadia Subduction Zone.  I hope your family members take heed and create some distance between themselves and the coastline, at a minimum - even if only a retreat house to the east that they could get to on a single tank of gas maybe?

The only way off the island is by water or air.  Anyway, the senior guy there is a well-to-do, retired,  high-level consultant who missed by a few hours being in the World Trade Center for a business appointment on 9/11.  Soo, I am guessing that he has made plans but has not informed the whole clan.  Other sub-families are inland.

I have in-laws in Seattle also, and they were still clueless as of a couple months ago.

USGS lists some sites near borders as near locations across the border (worldwide).
Earthquake counts less than 3 are not reported, except where otherwise indicated.
The later data capture for this sub-section causes some inconsistencies with the earlier data set.
