Title: NASA's budget has suddenly increased more than 20-fold

At around 6 minutes into this Evolutionary Energy Arts video, we learn that NASA's less-than-$20 billion annual budget will receive some "supplemental" funds in 2019: to the tune of $400 billion, 21 times its usual annual allocation.

Would anyone care to speculate on how the funds will be used?
