Several thousand unexplained power outages in the Los Angeles area, perhaps due to the recent solar flare?  Puerto Rico also continues to have outages in the hundreds of thousands in the wake of last year's back-to-back hurricanes (see the red area).

SAN CRISTOBAL, Venezuela (Reuters) - Venezuela imposed electricity rationing this week in six western states, as the crisis-hit country's creaky power grid suffered from a drought that has reduced water levels in key reservoirs needed to run hydroelectric power generators.

The four-hour formal outages began on Thursday. But many residents scoffed at the announcement, wryly noting that they have been suffering far more extended blackouts during the last week.

"We have spent 14 hours without electricity today. And yesterday electricity came and went: for six hours we had no power," said Ligthia Marrero, 50, in the western state of San Cristobal, noting that her fridge had been damaged by the frequent interruptions.

Crumbling infrastructure and lack of investments have hit Venezuela's power supply for years. Now, the situation has been exacerbated by dwindling rains.

In the worst-hit western cities, business has all but ground to a halt at a time when the OPEC nation of 30 million is already suffering hyperinflation and a profound recession. Many Venezuelans are unable to eat properly on salaries of just a couple of dollars per month at the black market rate, sparking malnutrition, emigration and frequent sights of Venezuelans digging through trash or begging in front of supermarkets.

SAO PAULO/BRASILIA (REUTERS) - A power outage struck large swaths of Brazil on Wednesday (March 22), affecting tens of millions of people, especially in the country's northern and northeastern regions where the system remains "practically collapsed," according to an official.

The outage began at about 3:40pm (3:40am Thursday Singapore time) and had not been resolved by late evening, according to the country's state grid operator.

The blackout was due to the failure of a transmission line near the massive Belo Monte hydroelectric station, authorities said. Some 22.5 per cent of the grid's total output, or 18,000 megawatts, have been affected.

"That line was inaugurated recently and was not yet operating at full capacity," the country's mining and energy minister, Fernando Coelho Filho, told journalists in Brasilia. "There was a surge in power ... and the line fell out of operation."

The transmission line that failed is the responsibility of state-run utility Centrais Eletricas Brasileiras SA, commonly known as Eletrobras, and China State Grid Corp Ltd. Neither company responded to requests for comment.

In the country's poor north and northeast, the system had "practically collapsed", Luiz Eduardo Barata, head of national grid operator ONS, told journalists.

Elsewhere in the country the impact was less severe, he said, and service had been resumed in the country's southern and southeastern region's shortly after 4pm, where spotty outages were reported.

Seven Months Post Hurricane Maria: Puerto Rico Hit With Island Wide Blackouts

Seven months after Hurricane Maria devastated the island of Puerto Rico, those on the island are struggling with blackouts once again. This latest power outage follows a series of outages in the months since Maria.

Just last week, half of the Puerto Rico Electric Power Authority’s (PREPA) customers lost power when a tree fell across a major power line. And in November 2017, San Juan and several other cities lost power at least twice due to a failure.  There’s no word on what caused this latest outage, with PREPA hoping to have power restored in the next 24 to 36 hours. According to CNN, PREPA is focusing primary efforts on getting power back to hospital and water services as well as banks and the city of San Juan.

According to Mashable, one spotlight event will go on as scheduled, though. The Cleveland Indians and Minnesota Twins are in San Juan for a two-game series and Wednesday’s night game will go forward as planned thanks to generators to power the lights at Hiram Bithorn Stadium.

"Operation Dark Sky" is scheduled by agencies at all levels of government to take place in Wisconsin May 15-17, simulating a long-term power blackout, though power will not be cut off.  Police and other first responders will be in the streets going door to door during the exercise. 

Narrator also noted that late last year, a similar drill titled "Operation Black Sky" took place in the U.S., ironically just before Hurricane Harvey hit Texas.  He has requested that viewers from Wisconsin take video footage of authorities going house-to-house during the May drill and post them on-line.

A federal EMP commission report warns that even the smallest EMP attack on our grid system would down it for about a year, if not longer.  A year-long blackout would certainly be coupled with a massive death toll that would devastate entire populations.

The so-called EMP Commission report said that this threat is very real, jeopardizes “modern civilization,” and would set back living conditions to those last seen in the 1800s. As a result of the chaos, millions would likely die, according to the report titled “Assessing the Threat from Electromagnetic Pulse (EMP),” from the recently re-established Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack.

    “The United States — and modern civilization more generally — faces a present and continuing existential threat from naturally occurring and man-made electromagnetic pulse assault and related attacks on military and critical national infrastructures. A nationwide blackout of the electric power grid and grid-dependent critical infrastructures — communications, transportation, sanitation, food and water supply — could plausibly last a year or longer. Many of the systems designed to provide renewable, stand-alone power in case of an emergency, such as generators, uninterruptible power supplies, and renewable energy grid components, are also vulnerable to EMP attack,” said the 27-page report.

    “A long-term outage owing to EMP could disable most critical supply chains, leaving the U.S. population living in conditions similar to centuries past, prior to the advent of electric power,” said the July 2017 report provided Secrets.

    “In the 1800s, the U.S. population was less than 60 million, and those people had many skills and assets necessary for survival without today’s infrastructure. An extended blackout today could result in the death of a large fraction of the American people through the effects of societal collapse, disease, and starvation,” added the executive summary.

Three reports on the issue of an EMP attack have been declassified by the Pentagon and seven more are awaiting clearance. Among those declassified documents, was a report from Peter Vincent Pry, who served on a prior EMP Commission and is executive director of the Task Force on National and Homeland Security, spelling out the human toll of an EMP attack on the electric grid. He also advises the current commission.

In “Life Without Electricity,” he said the results would be horrific for most, as the vast majority of Americans have virtually no survival skills. He believes the whole year would look something like this:

    Social Disorder: Looting requires a dusk to dawn curfew for those not wanting to risk their lives. People become refugees as they flee powerless homes. The workforce becomes differently employed at scavenging for the basics, including water, food, and shelter.

    Communications: No TV, radio, or phone service.

    Transportation: Gas pumps will be inoperable. Failure of signal lights and street lights would impede traffic and all traffic would cease after dark, but not many would even have a functioning vehicle anyway. No mass transit metro service and all airlines will be stopped.

    Water and Food: There will be no running water. Stoves and refrigerators will be inoperable. People will have to melt snow, boil water, and cook over open fires. Local food supplies will be exhausted. Most stores will close due to the blackout.

    Energy: Oil and natural gas flows will stop.

    Emergency Medical: Hospitals will have to operate in the dark. Patients on dialysis and other life support will be threatened. Medications administered and babies will be born by flashlight.

    Death and Injury: Casualties from exposure, carbon dioxide poisoning, and house fires increase.

All of these should be kept in mind when prepping for the worst.

I wonder whether blackouts would happen simultaneously everywhere at once, or if there might be roving blackouts enabling people in various locations access to some fuel, food and other supplies, however unreliably?

Also, it seems that earth changes may be accompanied by new, perhaps volatile, energy sources that could be harnessed, if only we knew how with any degree of safety.  Examples would be polar plasma streams, awakening geothermal fields, surfacing magma, new bodies of water, higher winds, etc.  Thoughts?

I'm no expert in this stuff, not even rated at amateur level, but it all reminds me of the warnings we've all seen about the DANGER of opening an old-fashioned TV due to the potential shock from the capacitor.  Aren't they sometimes capable of delivering, like 10,000 volts of electricity?  All at once.  That is the problem.  If only someone could figure out how to tone it down and have it trickle out...well, you know, like a battery.

So, the same would hold for some of these sudden pulses of "energy" from wherever--if we could only harness it without killing ourselves!  LOL

Two separate reports, one from the U.S. military and another posted to the Department of Homeland Security (DHS) website this week, have been issued on the heels of one another, warning of potential attacks that would affect the power grid.

In late November the U.S. military issued a report titled "Electromagnetic Defense Task Force," which sought to warn the nation that  "an electromagnetic spectrum attack may be a threat to the United States, democracy, and the world order," and supported congressional testimony that an effective EMP attack, could kill 90 percent of "all Americans" within one year. (ANP referenced and embedded that report in previous articles here and here)

In that report the military warned of nuclear reactor meltdowns, displaced Americans, civil unrest that would start in "hours," failures may include long-term loss of electrical power (due to loss of emergency generators), sewage, fresh water, banking, landlines, cellular service, vehicles," and that it could take up to "18 months or more are required to replace key elements of the electric grid that would be damaged or knocked out."

Less than two weeks after that report was issued, on December 10, 2018, we see that the DHS website has published a 94-page report by the President’s National Infrastructure Advisory Council, titled "Surviving a Catastrophic Power Outage."

The entire 94-page report is embedded at the bottom of this article.

In this most recent report, they describe the numerous "increasing threats" which could be "severe natural disasters, cyber-physical attacks, electromagnetic events, or some combination," and have concluded that "This profound threat requires a new national focus," because the NIAC found that "our existing plans, response resources, and coordination strategies would be outmatched by an event of this severity. Significant action is needed to prepare for a catastrophic power outage that could last for weeks or months."

The report describes what they consider a "catastrophic power outage" to be, with five bullet points.

• Events beyond modern experience that exhaust or exceed mutual aid capabilities

• Likely to be no-notice or limited-notice events that could be complicated by a cyber-physical attack

• Long duration, lasting several weeks to months due to physical infrastructure damage

• Affects a broad geographic area, covering multiple states or regions and affecting tens of millions of people

• Causes severe cascading impacts that force critical sectors—drinking water and wastewater systems, communications, transportation, healthcare, and financial services—to operate in a degraded state

The report calls the U.S. power grid a "prime target" for terrorists, and urges Americans to be prepared for up to six months without electricity, money, gas or even healthcare. It also warns "People no longer keep enough essentials within their homes, reducing their ability to sustain themselves during an extended, prolonged outage. We need to improve individual preparedness."

On page six, they described how they approached the study and where they obtained their information:

    To better understand catastrophic power outages and how they are different from previously experienced disasters, the NIAC conducted a scoping effort—completed in June 2018—to identify the key issues that would need to be further explored. A Working Group of 10 NIAC members led this full study, and formed a Study Group of subject matter experts to vet and validate the results of the scoping effort and provide a crucial input. In total, we interviewed more than 60 senior leaders and subject matter experts from federal, state, and local governments, industry, academia, and nongovernmental organizations (NGOs). We reviewed more than 700 resources, including statutes, regulations, reports, articles, congressional testimony, and prior studies.

Our recommendations seek to address the issues identified in two overarching ways: 1) design a national approach for catastrophic power outages that provides the guidance and incentives needed to take action across all levels of government and industry and down to communities and individuals; and 2) improve our understanding of how cascading failures across critical infrastructure will impact restoration and survival, enabling us to identify further actions needed to mitigate these failures.
